Harvey Furnishings and Millers are the only Kāinga Ora nominated suppliers of curtains and curtain tracks.
Kāinga Ora Maintenance
How to Scope Windows
- Measuring can only be done from inside the house.
- Measures done from outside the house will not be accepted.
- All scoping measurements are to be in the industry standard which is millimetres (mm) - For example 2000 is correct, 2.00 is not.
- Scopers should use a good quality tape measure or a commercial laser measurer.
- Scopers must advise if the track is being installed at a height above 3.0m.
NB. Health & Safety - scopers must advise of any potential hazards on site
- Curtains are provided only for the living areas and the bedrooms of Kāinga Ora properties - measure only the bedrooms (abbrev. B1, B2 etc.), Living room (abbrev. L1), Dining room (D1), hallways or stairwells if necessary. We do not put curtains in kitchens, bathrooms, toilets, laundries, or garages unless specifically requested by Kāinga Ora.
- This overview is designed to be used in conjunction with the Kāinga Ora Curtain & Track measuring Specifications 2024 form.
A: Width
Either the existing curtain track will be used (see below) or a new curtain track will be required.
Existing Track
In most situations the track is replaced as existing tracks are usually not up to Kāinga Ora standard.
If the track is not to be replaced, you must ensure that it meets Kāinga Ora specifications as follows:
- The track must be in good working order.
- It must be a flanged track with no brackets.
- Has the required number of glides per metre.
- Has end stops.
- Glides slide freely.
- There is no paint on the track restricting the glide operation.
- The track width will give the 15% overhang on both ends as required by Kāinga Ora.
If the existing track meets all of the above specifications please measure the length of the track and record in the “Existing Track Length” column of the measure sheet.
New Track
If there is no existing track or the existing track does not meet the above requirements then we will be supplying a new track (please tick the “Req’d”column indicating new track required).

PELMETS:
Pelmets above the window
- Where box pelmets or built-in pelmets are in place, measure the window as usual but consider the ends of box pelmets to be a restriction if they fall within the 15% overhang as shown in the “Left” or “Right” boxes on the measure sheet.
- Please enter a note about pelmets in the Special Instructions / Notes section of the measure sheet.
- Because of the pelmet, we will supply a top fix track which is different from the standard Kāinga Ora face fix track.
- This information is critical if a job is to be completed on time.

B: Height
The height of the curtains will either be “Below Sill” or “Floor Length”
Below Sill
- If there is no existing flanged track installed, measure from (C) top of the frame to (D) top of the window sill. The measurement is taken from the top of the window frame as this is where we install the track.
- Record this in the “Height” column of the measure sheet.
- EXISTING TRACK – Should there be existing Kāinga Ora flanged track installed, measure from the top of the track (see below right) to (D) top of the window sill and add on 15mm. Record this in the “Height” column.

(D) To (E) is the “Underhang”.Kāinga Ora require that all windows have a minimum underhang of 150mm or to the nearest restriction, if there is one, within the 150mm allowance (e.g. a built-in shelf).
Restrictions preventing the full underhang could include:
- Floor mounted heat-pumps or heaters.
- Built-in furniture, such as bookshelves, may prevent the full add-on of 150mm.
- A window very near a stove in a dining-kitchen configuration may mean that a curtain is not appropriate for that window. As a general rule, no curtains are installed in the kitchen.

Floor Length
If there is no flanged track up, then measure from (C) top of the frame to (E) the finished floor surface. THIS MUST BE EXACT. Record this in the “Height” column of the measure sheet. See photo below left.

- EXISTING TRACK - Should there be existing Kāinga Ora flanged track installed that is not being replaced, measure from the top of the track (not the top of the flange – see above right) to the finished floor surface (E) and add on 15mm,record this in the “Height” column.
When the track is already installed, we no longer have access to the top of the frame to measure the height from. Measuring from the top of the track & adding the 15mm gives us the same measurement as measuring from the top of the frame.
C. Number of Curtains
Curtains can be supplied either as a pair of curtains or a single curtain. Normally a pair of curtains is used in most instances which open to both the left and the right. However, if there is a restriction close to the frame on one side of the window then a single curtain pulled back to the other side would be recommended.
Even when specifying a single curtain, the 15% overhang remains the same on both sides unless there are restrictions. Any restriction to the overhang on one side of the window is not compensated for on the other side.
Bay Windows:
Bay Windows are a more challenging situation and should be scoped as follows:
- If you encounter this style of bay window, the tracks are not bent but must be separate tracks. (see below)
- The configuration below needs three tracks.
- The middle track will have a pair of curtains pulled to the left and right.
- The two side tracks may only need one curtain pulled to the outer edge of the window.
- Measure tracks as in the picture below.
- There may be a sill restriction as in this picture, which means the scoper must measure from the top of the frame to the “floor” of the bay window.

Track & Curtain Installation
- All tracks are to be installed with the flange of the track 5mm below the top of the architrave (to avoid the frame splitting).
- Packers are to be used if the overhang is more than 250mm past the frame.
- If the overhang is 500mm (which is the maximum overhang allowed), then 2 packers are required:
- One packer is required 250mm past the frame.
- A second packer is not required until a further 250mm.
- A screw must be put in each screw hole on the track across the window frame.
- Should there be any spare glides on the track (after the curtains are hung), these spare glides must be removed. This can be done by simply unclipping the glide out of the channel. Extra glides add to the size of the curtain stack and can cause the curtain to stack over the edge of the window — Kāinga Ora aims to keep the curtain off the window when stacked back.
- If there are missing hooks in the curtain, please add hooks using the stock provided.
- Below sill length: Curtains should finish 150mm below the top of the window sill.
- Floor length: Kāinga Ora specification allows for floor length curtains to have a clearance of 5–15mm off the finished floor surface (whether it’s carpet, polished wood, or vinyl).

Kāinga Ora New Builds
Five simple steps to having Kāinga Ora approved curtains installed in your building project*
Tender
- If you are tendering for a Kāinga Ora project, email us the link to the architectural plans which includes the floor plans with the window numbering and the window schedule. If available, include the tender due date, and our team will send you a Kāinga Ora Tender of Plans price quote.
- If your tender is accepted, please let us know along with the approximate site measure and curtain installation date so we can ensure stock is on hand.
Site Measure
- All our quotes are subject to a site measure. We can schedule a site measure once the windows and architraves are in.
- You can email us or send us your program schedule.
- Once you have approved the site measure quote, our team will liaise with you to schedule an installation date.
- Curtains & tracks will be installed by qualified installers and upon completion, invoices will be sent.

What windows are usually curtained in a Kāinga Ora house?
When we are providing curtains for a Kāinga Ora property - we usually cover all living areas, such as a home's living room and dining area, as well as all bedrooms.
We don't cover service areas such as the kitchen, bathroom, garage and laundry. Sometimes entranceways or hallways are covered for privacy and insulation - but not always.
How long does the process take?
Once a site measure quotation is approved, our lead time is approx. 14 working days plus dispatch time to areas outside of Auckland. (Subject to availability and current workload).

Harvey Furnishings can provide window cover costings for non-standard Kāinga Ora windows, but these will have to be approved by Kāinga Ora before proceeding with any orders.
